Functional Responsibility: Work with Database Administrators, Software and Systems Engineers, and Intelligence Analysts to implement the command Data Strategy for improving the discoverability and use of information contained in varying types of intelligence documents. Implement mechanisms to automatically add metadata tags following ICMSP standards to incoming message traffic and insert the message and metadata into a large data warehouse. Using these mechanisms, assure documents are effectively tagged as they are processed and inserted into the data warehouse as part of normal operations. Develop mechanisms and strategies for similar information from legacy data already present in the data warehouse, and legacy data in a raw form.
Specific Responsibilities: A Senior Information Technology Manager for EITC will have the required skills to perform technical evaluations of solutions, identify required resources and estimate project timelines and levels of effort in addition the following skills will be utilized in the performance of their day to day work :

Description:
The Space and Naval Warfare Systems Command (SPAWAR) is procuring for PEO C4I the benefit of various host nations a shore/ashore system to provide Maritime Surveillance Systems (MSS) and enhance Maritime Security Capability (MSC). This system will provide the host nation’s armed forces with situational awareness through sensor fusion, target detection and classification capabilities. The capabilities provided under this contract shall include, but not limited to, the following as determined by the host nations as specified in individual Task Orders:
- Installation of the MSS in host nations as specified in individual task orders
- Regional Command Center (RCC) or Command and Control Center (CCC) which integrates MSS information into a common operating picture (COP);
- An All Source MSS Situational Awareness Center (SAC) which integrates MSS data from the RCC or CCC with additional commercially and other available information sources and communication networks, providing an integrated view of all available situational awareness data;
- A Concept of Operations (CONOPS), training plan, and exercise plans to support the introduction and operation of MSS capabilities for host nations’ armed forces;
- X-band and / or S-band Surface Search Maritime RADAR and associated shore/ashore based installation infrastructure, Automated Identification System receiver and associated infrastructure, radio direction finding and recording equipment, meteorological sensors, microwave downlink and decoding systems, and other surveillance and collection tools as required.
- Vessel Traffic Management System (VTS) providing display of AIS and RADAR data, and other data as available or required.
Position Requirements
Overview: The Contractor shall provide all necessary program management for coordination with PMW 740 and other U.S. Government and host nation stakeholders, and for coordination, oversight and control of all staff, subcontractors and associated activities under this contract. Program Management efforts will include participation in periodic program and technical reviews, development and status of program schedules, control and reporting of program expenditures, and export management.
Qualifications/Experience:
Program Management: Experience with project life cycle to include initiation, planning, execution, monitoring and control, and closing. Experience with various aspects of Program/Project Management to include: scope, schedule, budget, communications, quality, risk, human resources and procurement.
Technical: Maritime surveillance experience with various sensors to include RADAR, Automated Identification Systems (AIS), Radio Direction Finding (RDF), weather, camera, and meteorological data. Experience with sensor data signal integration and Vessel Traffic Management Systems
