EXECUTIVE SUMMARY

C4 Planning Solutions is a Defense Contractor firm, headquartered in Blythe, Georgia, specializing in facilities management, operational and information security systems and services, joint force information systems planning, design, development, integration, training, and Computer Based Training (CBT) software. We currently have offices in Augusta, Las Vegas, Charleston, Yokosuka, Japan, and Manila, Philippines with personnel engaged across the country and around the world. Our core focus is to develop and deliver comprehensive security systems and services, information system planning and integration products and services for our Department of Defense and military customers.

We focus on critical C4I systems and security services that support and sustain the deployed warfighter. This requires a complete understanding of the multi-service tactics, techniques, policies, & procedures (MTTP&P) that govern the operational requirements of our customers. The requirement to serve as subject matter experts for information and intelligence systems components is self-evident. In this capacity, our operational organization mirrors the military planning organization, specifically the J6 staff. Our subject matter experts have more than 300 years of joint C4I systems planning and integration experience for tactical systems and services that provide command and control, intelligence, security and related information transactions. MISSION

To aggressively support our Department of Defense and military C4I customers within our core focus in a wide range of mission critical areas. We accomplish this by ethical conduct, professional service, and the ability to focus only on what we do, specifically:

ENGINEERING SUPPORT
At C4PS, we take pride in our ability to provide engineering support to both strategic and tactical information technology customers. We are the lead developers for the Assistant Secretary of Defense (ASD-C31) approved Operational Area Network architecture. This complex architecture required many months of research and development to produce a comprehensive network diagram of the tactical portion of the Global Information Grid. This product has become the baseline architecture for joint policy, doctrine, and various joint technology acquisition and implementation strategies.

Our demonstrated experience in this area has allowed us to produce command and control systems plans, including doctrinally sound and technically accurate supporting documents for several of our customers. We have received a request to include our latest C2S plan into the Chairman Joint Chiefs of Staff (CJCSM) Manual for Employing Joint Tactical Communications, as the basis for future deployed force planning.
We have conducted technical systems policy reviews for the Joint Staff (J6I), on a wide variety of technical topics including the Defense Switched Network Policy, Generic Switch Systems Requirements, and the Generic Switch Test Plan.

Our engineering expertise is called upon frequently by the Executive Agent- Theater Joint Tactical Networks for new systems integration, interoperability assessments and to solve real world problems. C4PS has provided interoperability support for the EA-TJTN for a diverse range of systems over the past several years. We proudly provided assistance solving network integration problems between various organizations for our forces in Afghanistan.

PLANNING SUPPORT

System level planning is integrated into every solution we provide to our customers, as we engineer a network solution for a customer we also provide comprehensive planning guidance to incorporate new systems into our legacy networks or planning assistance to ensure older systems are utilized for maximum effectiveness.
Our approach to planning is unique; we have divided the complex planning cycle employed by our military customers into a manageable process. To this end, we have developed a decision support system for the high level planning process and a detailed planning decision support system that automates this critical process.
Our leadership in joint planning is currently being utilized to develop the planning capabilities of a variety of strategic and tactical customers.

OPERATIONS & EXERCISE SUPPORT

We provide comprehensive planning, doctrine development, operational and communications security plans, emergency action plans, systems activation, monitoring, and management support for our customers. Our organizational structure supports deployment of systems plans and engineering experts to augment our customers. We frequently provide plan development and joint communications control center support for joint force operations We have C4 Plans employees in Iraq and the Pacific Rim region providing direct support to military forces executing Operation Enduring Freedom.

SOFTWARE DEVELOPMENT

Our broad experience with information systems and plan development processes supports development of value added software tools for our customers. We develop software for the deployed warfighter. If the software is not something operated from a portable device, supports collaborative planning, deployment, and operation in a forward area, it is of little value to our customers, subsequently, our software development target is…"real tools, for real warriors."

Software:

K-Gen Developer™ is our decision support system for Annex K development. K-Gen Developer is a Laptop solution, incorporating the power of a relational database that guides the systems planners through a comprehensive planning process. The software provides tutorials, help, glossary, and examples for each step involved in producing the complex plans necessary to support a deployed warfighter. This is the next generation planning tool; it is powerful, simple to use, and produces doctrinal high and detailed level planning documents formatted to Joint Operation Planning and Execution System (JOPES) specifications.

C4 Estimate Tool- this is a standalone module of K-Gen Developer, it produces the high level planning outputs for both Crisis Action and Deliberate Planning processes. Like all K-Gen modules, this tool is database driven and provides, help, tutorials, glossaries and examples that guide the high level planner through the planning process. The output of this tool is a JOPES formatted comprehensive C4 Systems Estimate. This tool provides the joint planner with automated support for the collaborative planning process.

Satellite Access Request Tools - we have developed satellite and gateway access request tools to facilitate the complex access submission process. As a module to K-Gen Developer™ or as a stand-alone planning application, our SAR/GAR Tool™ provides a technically accurate, doctrinally sound, satellite or gateway access request. This tool has created so much interest that the Defense Information Systems Agency (DISA), Exercise and Contingency Branch have approached us to provide this tool as the end-user application of choice for the Department of Defense.

Kwik-Chek - we have developed an automated checklist for systems planning that functions as a standalone planning checklist or may be used as an integrated module of the K-Gen Developer™ software suite. This automated checklist facilitates the planning process and is aimed at supporting the complex planning processes utilized during planning conferences.

C4 SmartLog is a command center automated logbook that collects and stores all logged events in a relational database. The tool automatically appends watch stander log entries to an email and submits the log as a MS Word attachment each time there is a change of watch. The tool provides an electronic status board for operations and intelligence center personnel. C4 Smart Log supports intelligent queries of the database and generation of critical reports such a Spot Reports, Situation Reports, and Status Reports. The logs can be auto-generated and emailed to higher headquarters, adjacent headquarters, or control agencies. The log is treated as a permanent chronological database of events. Once a logged event is submitted to the database it cannot be modified or deleted by the watch stander.

FMP Tool is a Flyaway mission planner for the Office of the Secretary of Defense. This tool executes mission planning for information technology resources that support the Secretary, his staff and support team. The tool provides mission planning support for all SECDEF travel scenarios, including resource allocation by trip leg, airborne support planning, travel scheduling for IT members, required reporting and after action comments, inclusive of lessons learned.

TAG Tool is a custom application that facilitates job task analysis (JTA) for new training tasks. This toll automates the training development process through an innovative approach to mapping JTA functions to individual training standards by skill and function. The tool integrates the JTA data without Systems Approach to Training (SAT) process sequences and produces written individual training standards, learning objectives, training methods, training aids and devices and produces a comparison with existing training standards to mitigate development of duplicate training modules.

TRAINING SUPPORT

Our instructors possess many years of joint C4 training experience both as active duty military and civilian employees. We have a previous Chief Instructor and course manager of the Joint Task Force Systems Course on staff, as well as MILSATCOM, Data Communications, Circuit Switch, Communications Control, and Video Services instructors.

We provide custom C4 training that addresses C4 plan development, systems installation, activation, maintenance and deactivation processes. Our training support activities include on-site delivery for our customers, with training products tailored to meet the specific training needs of the customer.
We also offer integrated multimedia courseware instruction (IMCI) modules. These modules are arranged to support the three separate disciplines required of C4 professionals, Planning, Operations, and Management.
Our modules are developed with Macromedia® products to be fully self-contained and platform independent. As a value added proposition for our customers we will develop new, or convert existing, IMCI products into a variety of formats if the customer does not wish to utilize the industry leader Macromedia® products we develop with.

Many of our C4 training segments include custom database driven software applications to facilitate the planning and management processes for our students. This is a powerful value-added component of training that we provide to our customers.
